Built in 1908 in the Italianate style by local builder William Octavos Perkins, this is the Eureka Springs seat of dual-county-seat Carroll County, and it serves as the traditional starting point for the town's Haunted Eureka Springs walking tours. Its resident ghost is the Lady in White, a luminescent figure said to return again and again seeking the justice she never received in life. She is most often reported in the judge's chambers, as if still pleading her case before an empty bench. Local lore pairs her with another oddity tied to the building: a mysterious force long blamed for keeping the central tower's original clock from running. The courthouse anchors a downtown whose colorful past brimmed with gamblers, bootleggers, con men, and quacks, and tour guides use it to open the quarter-mile climb up Spring Street into the heart of the haunted Victorian district.
